Optional employers

Local governmental organizations in South Carolina may have the right to participate in the state insurance benefits program. If you are unsure of your employer’s eligibility, view this list of eligible entities or reach out to our Customer Contact Center. If your entity is an eligible optional group, PEBA welcomes your interest in the program.


Eligible optional groups interested in participating in the state insurance program should review the Optional Employer Handbook and Application and the Insurance Benefits Guide. To apply, complete the application in the handbook and return it with your signed agreement, along with a $500 non-refundable application fee.
